The mission of Mutual Housing Association of Southwestern Connecticut, Inc. (MHA) is to create and sustain housing, revitalize neighborhoods, and enhance the quality of life for low and moderate income residents of Fairfield County. The organizations actions mirror the sentiments in the Vision Statement in which we “Build and Transform Lives”. MHA is more than a landlord and cares about the communities created and the people who live within.

Since its founding in 1990, MHA has grown to become one of Fairfield County's most active non-profit providers of affordable housing and housing services. MHA developments and programs have produced over $100 million in community investment and provide safe, secure, affordable housing to more than 1,000 Fairfield County residents.

  •  MHA has completed or acquired 502 affordable housing units in 14 developments throughout Fairfield County. These projects currently represent a range of affordable housing opportunities, including condominium developments and affordable rentals, and senior and supportive housing for people with special needs. MHA has a presence in Bridgeport, Norwalk, Fairfield, Stamford, Trumbull and Wilton, with another development planned in Bridgeport.

  • To date, MHA has assisted over 2,200 clients with homebuyer education and created 248 successful new homebuyers in Fairfield County. During the depths of the recession in 2008-09, MHA assisted over 500 homeowners with foreclosure prevention counseling assistance.

  • MHA provides quality property management services to 502 units of affordable housing with over 1,000 residents. All of our units are affordable, with residents paying 25-60% below the market rent.
  • MHA has leveraged its development capacity through successful collaborations with other non-profit developers and service providers in Fairfield County, including New Neighborhoods, Laurel House, Catholic Charities, and People’s United Bank.


MHA has achieved these successes in a region that presents immense barriers to new housing development, such as, high costs, restrictive land use policies, very limited state resources and daily challenges to those most in need. The ability of MHA to grow and to provide services to those most in need in this most difficult environment, exemplifies excellence in the field of community development.

MHA provides four main services:

Housing Development: Through creative approaches to funding and strategic collaborations, MHA has created a diverse housing pipeline of projects in Fairfield County. These projects address a range of housing needs including affordable homeownership, rental, senior and supportive housing units.

Property Management: MHA provides full-service property management services to a portfolio of 14 properties and 502 residential units representing over $80 million in affordable housing assets. Our property management offices are located on our properties in Stamford, Bridgeport, and in Trumbull and Wilton. 

Management services: include maintenance, capital improvements, resident certification, and emergency response. MHA's property management is integrated with the organization's resident organizing principles, recognizing that the key to maintaining a high standard of property and asset management is active resident participation in property maintenance and cost control. MHA seeks to provide access to services that support residents to become more self-sufficient. Permanent Supportive Housing in Bridgeport and Stamford are provided in partnership with service providers such as Laurel House and Catholic Charities. In addition, MHA reaches beyond the boundaries of our properties to promote and support important community-wide initiatives such as comprehensive neighborhood planning, park renovations, and crime prevention and litter cleanup. 

Resident Services: Resident services is the focus of this application. MHA's origins are as a "mutual housing" association member of NeighborWorks. Residents are members of the association. Residents make up one third of the members of the Board of Directors. A main goal of the property management services at MHA is to support the residents. We encourage and support Resident Councils at all properties with regular meetings. Residents are encouraged to attend the board meetings and community participation is a standing agenda item.
